2023 DISTINGUISHED MILITARY SERVICE AWARD RECIPIENT

Ms. Norma Domingo

Ms. Norma Domingo is a first generation Mexican-American from El Paso, Texas.  She joined the United States Navy as an airplane mechanic in 2007.  After serving over four years and receiving multiple awards, including two Navy and Marine Corps Achievement Medals, she transitioned out of the Navy to attend college.  She graduated from the University Of Washington Foster School Of Business in 2015 with a bachelor’s degree in Finance and Human Resources. 

Ms. Domingo joined the Naval Undersea Warfare Center (NUWC) Division, Keyport in August 2015 as a Financial Management Analyst in the Comptroller Department.  She obtained her DoD Financial Management and her Continuous Process Improvement Lean Six Sigma Black Belt Certifications. 

A passionate advocate for Diversity, Equity, and Inclusion she serves as the Hispanic Employee Program (HEP) Special Emphasis Program Manager and is an active member of the Federal Women’s Program at the Command and served a term as a Naval Sea Systems Command (NAVSEA) Inclusion and Engagement Council Member.

During her time at NUWC Division, Keyport her efforts have been recognized with the Department of the Navy Civilian Service Achievement Medal, Warfare Centers John C. Mickey Collaboration Award, Command Making a Difference Award, and various performance and Special Act awards.

Ms. Domingo resides in the city of Poulsbo in Kitsap County, WA with her adorable Golden Retriever, Mamba!
